미국의 이스라엘 접근 강화 : 쿠슈너 백악관 선임고문 임명과 집단촌 건설 결의안에 '기권' 선언

1. 트럼프, 쿠슈너를 백악관 선임고문으로 임명

 트럼프의 맏사위 쿠슈너가 이번에 트럼프 대통령의 지목에 의해 백악관 선임고문으로 임명되었다. 트럼프의 맏딸 이반카의 남편인 쿠슈너는 사실상 외교 경험이 전무하다는 지적을 받을 수 있으나, 인수위원회의 과정에서 외교적 참여를 한 적이 있다고 전해진다. 이로써 트럼프와 외교 방면 연계는 더욱 강화될 것으로 보인다.
 여기서 주목할 점은, 쿠슈너의 백악관 선임고문 임명이 이스라엘에 대한 영향력과 직결된다는 사실이다. 이스라엘은 기본적으로 팔레스타인의 이익을 존중하면서도, 자국의 이익을 위해 끊임없이 영토적 견제를 지속하고 있는 입장이다. 오바마 대통령 집권기에는 이스라엘과의 굳건한 강경적 태도를 보이지 않았으나, 이번 조치는 이전과 다른 행보일 것이란 기대감일 것이다.
 얼마 저 팔-이 평화협상회의가 파리에서 열렸지만, 팔레스타인과 이스라엘 대표가 불참한 가운데 진행된 것이므로 유효성에 관한 논의성이 제기되고 있다. 팔-이 평화협상회의가 거의 결렬되다시피 한 상황에서, 트럼프의 과감한 친이스라엘 외교 정책은 나름 성과를 거둘 것이라는 전망을 하고 있다.





2. 팔레스타인 지역 정착촌 건설 반대 결의안에 '기권' 선언

 실제 팔레스타인 지역과 동예루살렘 지역 정착촌 건설에 반대하는 유엔의 결의안을 미국은 유일하게 기권한 바 있다. 반대까지는 하지 않았어도, 적극 찬성의 입장을 펼치지지는 않았음에 주목할 필요가 있다. 찬성 14표, 반대 0표, 기권 1표인 상황이니 가시적이다.
 팔레스타인 지역에도 유대인들이 여럿 있다. 그들이 집단적으로 살 수 있도록 거주지를 지어주는 것이 바로 이스라엘 집단촌이다. 이스라엘 정부는 이를 강력하게 촉구하고 있으나, 전 세계적으로는 평화적인 차원에서 이를 반대하고 있고, 결의안까지 내놓고 있다. 팔레스타인은 결사반대, 이스라엘은 적극 찬성, 미국은 기권, 나머지 14개국은 찬성 입장을 펼쳤다.
 트럼프의 취임 선언 이후, 이스라엘 내에서는 집단촌 건설의 붐이 일 것으로 전망되고 있다. 사실상 미국과 이스라엘이 외교적, 정치적, 군사적 강화가 생기면, 팔레스타인도 쉽게 대항하기는 어려울 것이라고 본다.

3. 미국, 이스라엘 대사관을 예루살렘으로 이전

 기존의 주이스라엘 대사관은 이스라엘의 최대 도시 텔 아비브(Tel Aviv)에 소재지를 두고 있다. 이스라엘을 대표하는 공항인 벤구리온 공항도 이곳에 있다. 그렇다고 하나, 본래 이스라엘의 수도인 예루살렘으로 대사관을 옮기겠다는 점이 화제가 되고 있다.
 이스라엘과 팔레스타인이 여러모로 예민한 상태에 있는데, 이 항목의 경우 특히 팔레스타인 사자의 코털을 제대로 건드리는 행위가 될 것이다. 기능적 측면에서도 이유를 찾아볼 수 있겠지만, 주이스라엘 대사관을 예루살렘으로 이전하는 것은 완벽한 팔레스타인에 대한 개입과 대항을 상징, 조치하는 것이다.
 예루살렘은 아직 동쪽은 팔레스타인이 점령하고 있기에 예루살렘 자체만 보아도 팔-이가 누구 하나 완벽한 점령 상태를 지니지 못하고 있다. 그러므로 미국의 행태는 누구보다 팔레스타인에게 외교적으로 매우 예민한 상황으로 치닫는 것이다. 평화의 가능성이 갈수록 줄어들 것이다.
 교황청이 반대하고 나선 이유도 바로 여기에 있다. 평화 유지에 있어 심각한 타격을 줄 것이라는 입장을 밝히고 있다. 그렇다고 하나, 실질적으로 미국과 이스라엘에게는 계산적으로 이득이 될 부분이라고 판단되어 보인다.

 트럼프의 행보로 보아, 팔-이 평화협상회의와 이번 유엔의 결의안, 교황청의 의견에 반한 조치를 견지 할 가능성이 상당히 높다. 미국으로서는, 이스라엘을 통한 영향력 강화가 중동에서의 개입을 늘릴 수 있는 방법이기 때문이고, 이스라엘 역시 근본적으로 국가의 존립에 지대한 도움을 받기 때문이다.
 이 모든 것은 트럼프가 이스라엘에 대한 외교적 역량 강화와 중동 방면 강경책을 보여주는 시작점들이 아닌가 생각이 든다. 자연스럽게 오바마 대통령과는 다른 조류를 타게 되는 것이다.
 더 나아가서, 이스라엘과 대항하는 레바논의 헤즈볼라, 팔레스타인, 여러 아랍 국가들과의 이익 관계에 있어서 미국은 조절이 필요로 할 것으로 보인다. 중동 지역 내 러시아와의 (아직 까지는 소극적) 대립 구도를 유지하는 상황에서, 앞으로의 진일보할 대립에 대비해야 한다. 좀 더 두고보자.

Policy of Iran in Arabic world

Reginal Competition between Iran and Saudi Arabia who are leaders of Shia and Sunni religion

 Recently, Iran government decided to establish Iran Navy bases in Syrian and Yemen. Doing that, Tehran expects increasing of its powers in Syria and Yemen. It is basically known that Teheran is to prevent and discourage IS forces in Iraq, Syria, and Turkey. However, it is not of all things, at least I think.

 In a basic sense, Iran has a strategy to enhance the power in Arabic world. Iran has Shia religion for them but there are many people in Arabic world who are involved in Sunni religion. The leader nation of Sunni religion is Saudi Arabia. About 1400 years ago, there was gap between Sunni and Shia, and they have been separated and conflicted. Comtemporarily, Iran and Saudi Arabia are each leader nations of Shia and Sunni, and then have negative relationship. In Spring 2016, they declared the severance of their relation.


 Therefore, Iran should check Sunni interest, mostly led by Saudi Arabia. In this context, Tehran has plans to increase its influences on Arabic world. First, Tehran try to establish bases in Yemen. It claims that its navy help Houthis lebels to keep their power in Yemen. Second, Tehran is to establish bases in Syria. The government is friendly to Syiran al-Assad goverment and national army, because they are also involved in Shia religion, and positively related with Russia. Third, Tehran increases relationship with Hezbollah in Rebanon. Hezbolla is commonly including political party and army groups in Lebanon, seeking Shia religion. Naturally, Hezbolla is supported by Teheran, especially informational administration of Iran.


 In this situation, it is turned out that Iran has four edges in Arabic world. Upper edge is in Syria, Under edge is in Yemen, western edge is in Lebanon, and eastern edge is naturally in Iran. Iran has four interests in the world, and surrounds the Sunni-based interests including Saudi Arabia. This thought may not logical or rational, but it is obvious that Iran has long-term plan to take the world and hold the Sunni interests.

Remember Aleppo

 Recently, progressing of syrian war get tougher and tougher. Syrian national army and rebel army fighted in southwestern region and "Old City" of aleppo. The result was a victory of Syrian national army. National Army got those regions, but rebel army was to withdraw from there. It would be difficult for rebel army to renew there power, so they have tried to negotiate national army. In this situation, National army naturally refused to agree the negotiation with rebels.

 I think, there's two powers in Syrian region. Recently, Syrian government ruled by al-Assad and Moscow have gotten and continued friendly relationship. Because of seeking to Shia, al-Assad have more positive relationships between Iran, Hezbollah in Rebanon. So one of back powers are Russia-Rebanon-Iran, and Syrian government. Another power is nationally for rebel army. They seeks democracy, Sunni islamic religion. So Western countries and US help rebel army and Saudi Arabia also help them, but in case of Saudi Arabia, the scale of helping is relatively small.

 Two powers in Syria gets more stronger, but more complex. US and rebel army suggested the rest of war for civilians of Syria. However, Russia and National army refused to agree with this and tried to continue the war and win it. More problem is about UN Security Council. Russsia and China are permanent members of the UN Security Council. In UN Security Council, they decided to continue the war. It may be interests for them, but a lot of innocent civilians in Syria, especially aleppo would be damaged and dead without recognizing and dealing with the situation.

 We should remember aleppo and civilians in the city. It is expected to continue the war, Shia powers and Russia deciding. In this situation, more and more people of Aleppo must be damaged. It is important to remember and memorize Paris, Istanbul, or Nice, however, many people don't know situations in Aleppo. the more people learn Aleppo, the more thoughts would be shared.
